Planning and Community Development oversees many areas including community plans, residential permitting, commercial permiting, licensing, Public Works, Construction Management and Tribal Historic Preservation.
PLEASE NOTE: A permit is required for all ground disturbing activities. If your project fits the exemption for an excavation permit please use the THPO Ground Disturbance Permit Application. It is quick to apply for and is free if you meet the criteria.
Online Permitting and Licensing Portal
We now have an online portal for all Permit and Business License Applications.
It is here where you will be able to apply for permits or business licenses and follow up on the status of the permits. You will also be able to make your payments and schedule inspections here. All paper documents and applications are available in the online portal at the bottom of the page under the documents tab.
If you prefer to email or mail applications and have us do your application for you, there will be an Additional $50 processing fee.
As always, we will be available to answer any questions regarding the online process that you may have. We feel that this will help streamline the process and help to speed up the review process so we can get your permits to you quicker and more efficiently.

COVID- 19 Construction Guidelines
In June 2022, the Swinomish Senate implemented our updated Phase 3 Construction Guidelines, which authorizes activity on all construction, including those activities for which social distancing may not be maintained and the start of new construction projects. This phase allows for new construction, as long as it can be performed while remaining in compliance with the SITC Phase 3 Construction COVID-19 Jobsite Requirements. The referenced required Phase 3 Safety Plan is available for download here.
Inspections can be requested directly using the Swinomish Indian Tribal Community Public Portal (smartgovcommunity.com). Inspections can also be scheduled by calling the permit inspection request line at (360) 466.7310.
