Planning and Community Development oversees many areas including community plans, residential permitting, commercial permiting, licensing, Public Works and Tribal Historic Preservation.

Online Portal

As of November 1, 2021 we have switched to an online digital process. During the transition we will continue to accept paper applications and plans with no charge to the customer. Beginning on February 1, 2022 we will be charging a $10 processing fee for any emailed or paper applications, or for documents that require scanning by the permitting staff.

Below is the Link to our Online Portal. It is here where you will be able to apply for permits or business licenses and follow up on the status of the permits. You will also be able to make your payments and schedule inspections here.

We feel that this will help streamline the process and help to speed up the review process so we can get your permits to you quicker and more efficiently. We Can Still Serve You

The department remains closed to walk-in customers until further notice. All applications must be emailed to permits@swinomish.nsn.us.  If you are unable to submit by email, you may physically mail application materials to address below. Please note mailed applications will take longer time for review. All payments must be submitted by check via mail. Permits will be issued by email or paper copy if you do not have access to email to the address listed below.

We will review the applications in the order they come in. Please make sure you have a complete application, otherwise it will not be processed. You will be contacted by our department for payment once the application is processed and ready to accept payment.  We appreciate your patience as we try our best to continue operating remotely.

COVID- 19 Construction Restart
In August 2020, the Swinomish Senate implemented a limited Phase 2 Construction Restart, which authorizes activity on all construction, including those activities for which social distancing may not be maintained and the start of new construction projects. This phase allows for new construction, as long as it can be performed while remaining in compliance with the SITC Phase 2 Construction Restart COVID-19 Jobsite Requirements. The referenced required Phase 2 Safety Plan is available for download here.

Permit Inspections

Please call our inspection line at (360) 466.7310 to make an inspection request.

We are performing inspections of all projects to ensure compliance with the applicable building codes.

If you received permit approvals or other related documentation electronically, please make sure that all documentation is printed out and available at the jobsite. For all projects, inspectors will not conduct inspections unless these documents are available.
