Swinomish's Permitting and Licensing division of Planning and Community Development is seeking a Stormwater Review Consultant to assist in Stormwater reviews. This consultant would be responsible for reviewing the stormwater plans related to: applications for building permits, land divisions, and other permits including but not limited to major development, shoreline applications, infrastructure capabilities as well as future stormwater management expansion to ensure consistency with the Stormwater Management Manual and Swinomish Tribal Code regarding stormwater.
The consultant hired would perform field inspections to ensure stormwater systems and facilities are constructed to permit specifications; advise permit applicants on requirements of Swinomish Tribal Code and low-impact development techniques as well as work with the Swinomish Shore Friendly Program to ensure that new and existing stormwater systems minimize impacts to the shoreline on the Reservation.

Notice of Public Hearing for the Proposed Update of Schedule of Fees
Notice is hereby given that a public hearing will be held on December 15, 2022, before the Swinomish Planning Commission regarding a proposed update to the Swinomish Schedule of Fees, as pertinent to Planning and Permitting actions administered by the Planning and Community Development Department under applicable tribal ordinances.
Title 20-03 of the Swinomish Tribal Code, Zoning, authorize the Swinomish Planning Commission to periodically approve changes to the schedule of Fees. The proposed update to the Schedule of Fees includes changes to the method of calculation of certain fees for building permits, provisions for administrative fees for certain permit actions reviewed cooperatively with local jurisdictions, and minor corrections and adjustments to certain other fees.

Swinomish has received Homeowner Assistance Funds (HAF) as part of COVID-19 relief funding through the U.S. Department of Treasury. These funds are to assist low and very low income homeowners who have become delinquent in mortgage payments, utilities, and other home related expenses due to the COVID-19 pandemic.

Potential impact: None of the anticipated facilities eligible for coverage are in Swinomish waters. All 6 facilities are south of Everett, WA.
Anticipated decision: As an exercise of its delegated authority, Swinomish intends to deny general permit WQ certification in order to retain the ability to make an individual 401 certification decision for each proposed facility.
